The Election Commission of Gilgit Baltistan on Thursday issued the election schedule for the region's legislative assembly that will be held on November 15 of this year.

As per the schedule, the candidates can submit their nomination papers for the elections from September 15 till September 30 for the legislative assembly. The list of the candidates who submit will their nomination papers will be issued on October 1.

The returning officers will complete the scrutiny of the papers by October 7 and appeals against the rejection of papers can be filed until October 11. The appellate tribunal has been tasked to issue its verdict on the appeals by October 17.

The commission has set October 19 as the last date for withdrawal of candidates and the final list will also be issued the same day. On October 20, the commission will allot candidates their election symbols.

On Wednesday, President Arif Alvi approved general a summary for elections of the Gilgit-Baltistan Legislative Assembly on November 15.

The president signed the summary sent for approval by the prime minister, the President House said.

The GB Legislative Assembly was dissolved on completion of its term on June 24, after which a caretaker government was formed.

The earlier scheduled elections for August 18 were postponed due to the coronavirus pandemic.

 Australia batting legend Dean Jones passes away in India


Former Australian batsman and a much beloved commentator and mentor of the game Dean Jones passed away in India on Thursday.

According to reports by Indian media, the 59-year-old suffered a sudden cardiac arrest in Mumbai, where he had been invited to work as a commentator during the Indian Premier League.

The Aussie great had served as head coach to the Pakistan Super League franchise Karachi Kings and previously as coach and mentor to winning side Islamabad United in 2016 and 2018.

Earlier this year, he won the hearts of millions of Pakistanis after a video of him cleaning the dugout after a PSL match between Peshawar Zalmi and Karachi Kings went viral. The video shows Jones picking up water bottles and packets of crisps and depositing them in a nearby bin.

He was looking forward to visiting Pakistan for the remainder of the PSL 2020 and even said that all of his side's foreign players were ready to do the same.

During his career as a batsman, he played 52 Tests and 164 One Day Internationals, according to ESPNcricinfo.

Jones was a part of the squad that won the 1987 World Cup. Following his retirement from all forms of cricket in 1997-98, he worked as a commentator and analyst, besides mentoring and coaching foreign teams.

The cricket legend was inducted into the International Cricket Council hall of fame in 2019.

'A void impossible to fill'

Karachi Kings released a statement expressing "shock and despair" over his demise.

"The community lost a true solider of the game passionately in love with the sport he both played and later went on to commentate on as well as coach; while the Karachi Kings have lost their guide, friend and motivator through the ordeals of the game both on and off the field," the side said.

The team recognised Professor Deano, or just Deano to most who knew him, as "a World Cup winner, strong advocate of player’s rights and game development, extraordinary game commentator, avid golfer,
champion coach, and a loving, committed family man".

They said Jones "has left behind a void that will be impossible to ever fill".

Paying tribute to his role as coach for the team, the statement said that
even though he joined the Karachi Kings family just a year ago, "he embodied the fighting spirit and pursuit of excellence this team stands for, quickly becoming the bedrock of the values each member of the Karachi Kings family aspired to".

"Deano is survived by his wife, Jane and two daughters, Isabella and Pheobe — and the whole Karachi Kings family. You will be missed, Coach!" it added.

'Great ambassador of the game'

Separately, Star India issued a statement announcing his sudden death, remembering him as "one of the great ambassadors of the game associating himself with cricket development across South Asia".

"He was passionate about discovering new talent and nurturing young cricketers," said the statement.

"He was a champion commentator whose presence and presentation of the game always brought joy to millions of fans. He will be sorely missed by everyone at Star and his millions of fans across the globe," it added.

INDIA's VIOLATION OF CEASEFIRE

ISLAMABAD: A spokesperson for the Pakistan military on Thursday informed the diplomats visiting the Line of Control (LoC) that the ceasefire violations (CFVs) by India have shot up since 2014.

"Human rights situation in occupied Kashmir is alarming,” the director-general for the Inter-Services Public Relations (DG ISPR) Major General Babar Iftikhar told the envoys during a visit to the Jora sector along the LoC.

Indian forces were deliberately targeting civilians on the LoC, Maj Gen Iftikhar told the delegation of ambassadors, defence attachés, and the representatives of international organisations stationed in the federal capital from some two dozen countries.

He informed them that India was carrying out the CFVs to divert the world’s attention from Kashmir — the Muslim-majority Himalayan region which had its special status under Articles 370 and 35A revoked by New Delhi more than a whopping 400 days ago — as well as what was happening to minorities in the South Asian nation.

The military’s spokesperson also apprised the envoys of the Indian forces' use of heavy weapons in the violations.

The delegation of defence attachés, ambassadors, and international organisations' representatives from 24 countries are on a visit to the LoC to get a firsthand account of the situation in the area.

The diplomats — including representatives from Azerbaijan, Australia, Bosnia, Egypt, France, Germany, Greece, Iran, Iraq, Poland, Switzerland, Saudi Arabia, South Africa, Turkey, the United Kingdom, Uzbekistan, and the European Union — were also slated to meet the victims of Indian aggression and those targeted by unprovoked firing from New Delhi's forces during their visit.

The representatives of the United Nations World Food Programme (WFP) have also left for the LoC. The delegation of ambassadors and defence attachés from 24 countries would personally review the LoC violations by the Indian forces.

2,158 ceasefire violations

It is noteworthy that India has banned foreign ambassadors, as well as the UN's observer missions and the media, from visiting on its side of the LoC.

Earlier, the Foreign Office had said India has "been continuously targeting civilian populated areas with artillery fire, heavy-calibre mortars, and automatic weapons" along the LoC and the Working Boundary (WB).

So far in 2020, India has committed 2,158 ceasefire violations, martyring 17 people and leaving 168 civilians with serious injuries, it had added, terming them "egregious violations of international law” that were part of New Delhi's "consistent attempts to escalate the situation along the LoC” and a threat to regional peace and security.

Pakistan has been consistently summoningsenior Indian diplomats to register its strong protests over New Delhi's CFVs along the LoC that often result in serious injuries to and martyrdom of innocent civilians.

PM Imran Khan calls upon 'tax havens' to return stolen wealth of developing countries

Prime Minister Imran Khan while addressing the United Nations International Financial Accountability, Transparency and Integrity (FACTI) panel on Thursday, called upon countries he termed "tax havens" to "adopt decisive actions" and return wealth looted from developed countries.

"We welcome the interim report of the FACTI panel. The figures [...] mentioned in the report are staggering," said the premier.

He said that $1tn is taken out each year "by these white collar criminals". 

"$20-40 billion is in the form of bribes received by these corrupt white collar criminals," PM Imran added.

Listing other findings, he noted that $7 trillion in stolen assets is parked in these safe tax haven destinations and $500-600bn is lost each year in tax avoidance by multinational companies.

"This bleeding of the poor and developing countries must stop," the premier urged.

He called upon the international community to "adopt decisive actions", before proceeding to list 9 recommendations:

1. The stolen assets of developing countries including proceeds of corruption, bribery and other crimes must be returned immediately.

2. The authorities in haven destinations must impose criminal and financial penalties on their financial institutions which receive and utilise such money and assets.

3. The enablers of corruption and bribery, such as accountants and lawyers and other intermediaries must be closely regulated, monitored and held accountable.

4. The beneficial ownership of foreign companies must be revealed immediately upon inquiry by the interested and affected governments.

5. Multinational corporations must not be allowed to resort to profit shifting to low tax jurisdictions for avoiding taxation. A global minimum corporate tax could prevent this practice.

6. Revenues from digital transactions should be taxed where the revenues are generated, not elsewhere.

7. Unequal investment treaties should be discarded or revised and a fair system for adjudication of investment disputes set up.

8. All official and non-official bodies set up to control and monitor illicit financial flaws must include all the interested countries.

9. The UN should set up a mechanism to coordinate and supervise the work of the various official and non-official bodies dealing with illicit financial flaws to ensure coherence, consistency and equity in their work.

The premier said that in the backdrop of the recession triggered by the COVID-19 pandemic, there is an even greater need for developing countries "to protect and preserve their precious resources".

"Unless these steps are taken, the difference between the rich and poor countries will keep growing. The developing countries will get impoverished and what we see of the current migration crisis will be dwarfed by what will happen in the future," PM Imran warned. 

UNGA address on Sept 25

Prime Minister Imran Khan is slated to address the 75th session of the United Nations General Assembly (UNGA) via video link on September 25, according to an initial list of speakers officially released on Tuesday.

The general debate of the 193-member assembly, which is traditionally a high-profile annual UN event, opened on September 22. However, this year it is a slimmed-down affair, with world leaders staying away from New York because of the coronavirus pandemic.

They will be contributing set piece speeches via video link.

According to the list, PM Imran, who last year made his debut at the UN as head of state, is the sixth speaker in the afternoon session on September 25.

“I expect that the prime minister will once again raise the cause of the Kashmiri people for self-determination and aazadi [freedom] from Indian oppression," Pakistan’s ambassador to the UN Munir Akram told APP.

Akram added that the prime minister will also talk about Pakistan’s facilitation of and hopes for the peace process in Afghanistan, its successful response to the coronavirus crisis, debt relief for developing countries and other international issues in his wide-ranging address.

Indian Prime Minister Narendra Modi is scheduled to speak on September 26, a day after PM Imran's address.
